MINUTES OF THE ANNUAL MEETING OF LONGWICK CUM ILMER PARISH HELD AT LONGWICK VILLAGE HALL ON TUESDAY 23rd APRIL 1991 AT 8 PM
PRESENT Mrs S J Rogers (chairman) Cllrs Dr Bravery, Mrs Brock, Mrs Priestley and Mr Walker. Apologies were received from Dr Jones and Mr McIntosh. Also present 9 members of the public, Mrs Dixon and a press representative.
MINUTES The minutes of the annual meeting held on 30th April 1990 were read, confirmed and signed.
CHAIRMAN'S REPORT Mrs Rogers introduced the councillors present and explained their associated activities. She thanked all the councillors and the clerk for their support during her first year as chairman. she mentioned Mr Agar was resigning wef 30th June next and Mr Maude would be the new Clerk. She said the Parish Council had dealt with 31 planning applications and had 27 results. she said the Parish Council had had to meet some unseen costs during the year such as repair of the school footpath fence, village hall direction signs, village hall insurance etc. The precept for 1991/2 was £3568. This increase had to provide for the elections, village reserve for a loan from WDC, village hall insurance. There were currently 870 poll tax payers. she explained the PC was the custodian trustee for the village hall and guarantor for the WDC loan. She referred to the Litterblitz on 19th May and hoped many would support it. She would distribute sacks at the Village Hall on that date. She mentioned the school was also carrying out a litterblitz. She then referred to the many complaints received about dog fouling of the playing field. She had obtained information from WDC on this and the cost of two bins, notices and posts etc would be £400 and the annual cost of weekly emptying would be at least £1500 per year. This would certainly mean a big increase in the precept and hoped alternative arrangements could be made. She then introduced Mrs S Tracey, secretary of the Village Hall committee.
LONGWICK VILLAGE HALL Mrs Tracey said the Hall had been opened on 15th July 1990, was now a registered charity and was managed by a committee of 15. The hall was intended to provide a focal point for all village activities and was already used by the Play Group, Toddlers, Sports Club, 60 Club, W I, a dancing club and the PC. Fund raising was in the hands of a small committee and so far tables, chairs had been bought and it was hoped to provide curtains, complete the fire exit, complete the apron outside and to open up the extension of the playing area. A grant had been received from Shell for the provision of shrubs and plants for the access road. There was a need for more help in raising funds and for more use by locals. A fete would be held in June which it was hoped would be well supported. The chairman thanked Mrs Tracey for her helpful talk.
YOUTH CLUBS The chairman introduced Mrs Dixon who was the Bucks County Council Wycombe rural youth worker. Mrs Dixon said she worked in association with WDC and the Education Dept and was concerned with rural areas but not High Wycombe or other urban areas. She said centres had already been set up in Princes Risborough, Marlow, Stokenchurch, Hambleden and Mr Millet was setting up a group in Longwick. There was also a group at Halton. There was a need to set up further groups which needed adult support. She said she had some part time staff which were identified by a card. There was some equipment which could be loaned out and a minibus was also available provided a licenced driver was available. Age of members of a group was usually 8 to 17 with a leader who was an adult. She would be happy to help in setting up groups, developing programmes, lending out equipment etc. It was intended to get a meeting in June attended by all Groups. The Chairman thanked Mrs Dixon.
QUESTIONS In reply to Mr Landau Mrs Priestley explained the system of dealing with planning applications. Mrs Priestley also stated the cul-de-sac in front of the houses on the old village hall site (known as the Green) was to be Surfaced next week. In a discussion on dog fouling it was noted application for a visit by the dog warden from High Wycombe would have to bee paid for by the PC and the best course for residents was to report offender dog owners to the Environment Health Officer at WDC. The Chairman agreed to get a message in the village newsletter about dog fouling and to consider putting up notices on the playing field. In reply to Dr Bravery Mrs Dixon said equipment was available for loan to any registered group such as the Scouts. Mrs Priestley proposed a vote of thanks to the Chairman which was received with acclamation.
