MINUTES OF THE ANNUAL MEETING OF LONGWICK CUM ILMER PARISH HELD AT LONGWICK VILLAGE HALL ON MONDAY 30th APRIL 1990 AT 8.30 PM
PRESENT Dr Jones (chairman) Cllrs Dr Bravery, Mrs Priestley, Mrs Rogers, Mr Walker. 8 members of the public and a press representative were also present. Apologies were reported from Mrs Brock and Mr McIntosh
MINUTES The minutes of the annual meeting held on 17th April 1989 were read, confirmed and signed.
CHAIRMAN'S REPORT Dr Jones explained that, due to other committments, he had to resign as chairman after this meeting. He introduced Mrs Rogers who had just been elected chairman. He then introduced those councillors present and explained their various associated activities. He reported that the Parish Council had had 10 meetings during the year and had dealt with 64 planning applications and had 54 results. Of these the developement behind the Red Lion had failed on appeal and the Sportsmans Garage project had been delayed due to an extension of opening hours which was still under consideration by WDC. He said that although the PC could make reccomendations the final decision rested with WDC. Concerning the DRIVE CAREFULLY road signs, these had been removed at the insistence of BCC who had moved the goalposts recently. New signs were to be put up by BCC but the PC had negotiated a reduction in the cost to £211. The signs had been kindly provided by Mr Gummer and it was a pity they were no longer useable on a main road. Concerning the new village hall in which this meeting was being held he congratulated Mr Gummer, Mr Robb and all those who had put in so much time and effort to bring the work to the present stage. Progress had been slow due to matters outside the control of the PC. He explained a new management committee had been set up to manage the hall and playing field and a trust deed was being drawn up to make the hall and playing field a registered trust. The committee had met several times already and had drawn up a scale of charges and had appointed a caretaker (Mrs Lawrence) and key holder. He said a lot of fund raising would have to be done to help to make the hall viable and to raise money to meet the outstanding costs of building. A publicity leaflet was being produced by Dr Bravery which would help. He explained that no grants had been obtained and an interest free loan was being negotiated with WDC which would probably be of the order of £10 000. He said the play equipment had still to be erected and the committee was consider ing siting. A safety surface would be put down also. Mrs Brock and Mrs Rogers had undertaken to plant bulbs and shrubs along the access road. He said that a gas supply was now being put in and a watch would be kept on reinstating the footpaths. Concerning neighbourhood watch schemes no progress had been made and suggested more interest should be shown as the police were very ready to help. Concerning dog fouling WDC had a bylaw but, to take this up, the PC would have to finance the cost of wardens etc. Concerning finance Dr Jones explained the precept for 1990/91 would be £1506, compared with the 1989/90 one of £1190. This increase was due to the cost of warning signs, insurance of the new hall etc. He observed the PC poll tax was £1.69, the lowest in the district. There were a total of 934 payers. He then called on Mr Gummer to speak on the progress of the new village hall.
Mr Gummer referred to the outstanding work required to complete the hall viz. ceramic flooring and carpeting, plumbing and water supply connections, kitchen fittings and fire doors, security lighting and additional electric points and paving of the entrance. A bar would be put in later. The outside decoration was being carried out by the Young Offenders at no cost. He hoped the hall would be complete by 12th May. He asked that a letter of thanks be sent to Mr Ken German for the work he had done in drawing up plans etc all at no cost.

QUESTIONS Concerning deficiecy of funds for building Mr Gummer explained the £10 000 would cover all outstandings. Discussions were in progress between Mr Robb and the builder concerning the contract to see if some reduction could be obtained. It was suggested Bucks Playing Fields Association be approached for a grant. It was agreed this be referred to the menagement committee. A question was raised about a notice board. This would be considered when the new village hall direction sign was erected. A vote of thanks was proposed by Dr Bravery to Dr Jones for his sterling work as chairman during the last five years which was received with acclamation.
