MINUTES OF THE ANNUAL MEETING OF LONGWICK CUM ILMER PARISH HELD AT LONGWICK VILLAGE HALL ON MONDAY 17th APRIL 1989 AT 8.30 PM

PRESENT Dr M H Jones (Chairman) Councillors Dr Bravery, Mrs Brock, Mrs Rogers and Mr Walker. 12 members of the public, two Police Officers and two Press were also present. Apologies were reported from Councillors Mrs Priestley and Mr McIntosh.

MINUTES The minutes of the annual meeting held on Tuesday 26th April 1988 were read, confirmed and signed

CHAIRMAN'S REPORT Dr Jones introduced the Councillors present and explained the various associated activities. Planning Dr Jones said a lot of the Councillors time was taken up in dealing with planning applications and 57 applications had been dealt with during the year and 41 results ahd been received. He referred to an application for outline planning behind the Red Lion P H had been refused by WDC but it was likely an appeal would be made. HE said the application for a glider complex near Dinton had been withdrawn and a proposed gipsy site near Owlswick was still a possibility although a site near Ibstone was being considered. He also referred to a Rural Areas Plan which had been prepared by WDC which identified two possible areas in Longwick for possible developement but there was no plan for any large scale developement in Longwick and no plans for the hamlets. He referred to the Structure Plan to develop Princes Risborough by about 50% which had been refused by the Minister but some 900 houses would be required in the District mostly in Wycombe with a few in Risborough. Concerning a gas supply the survey had been completed and an enquiry would be put to residents later this year to see how many wanted gas. If the response showed a 30-40% take up gas would be laid on in 1990. Concerning warning signs for children two had been put up and signs for approaches to the Village were to be put up soon. Concerning dog fouling WDC were to promulgate a bylaw but this would be expensive to implement. WDC had suggested a compromise in that an Officer would approach offending dog owners if they were reported to him. He said the Police attended most meetings to receive details of any problems. He said the precept for 1988/9 was £1164 and for 1989/90 £1190

Playing fields Mr Walker reported that when the new hall was built it was intended to draw up a new lease agreement to cover both the Hall and the playing fields. The draw would start again in May and this provided a good source of income. Dog fouling was still a problem and he asked for co-operation in this matter. The Playing Fields Management Committee AGM would be on 8th May

NEW VILLAGE HALL Mr Gummer (chairman of the committee) reported the start date for work was 24th April and the first activity would be to construct the access road. The play equipment would have to be removed by the contractor and would have to be re-erected in due course. Planning for the building had been approved and facilities and finishes were now under discussion. It was hoped VAT would not apply and receipts from the sale of the old hall were £145000 plus £70000 which was on deposit and earning interest.

NEIGHBOURHOOD WATCH SCHEMES Sgt Baggott and PC Williams gave a talk on this subject. Sgt Baggott explained that Police force was not sufficient to cover all household surveillance and, although police were on the beat as much as possible, help from householders would be appreciated. The object of the neighbourhood watch scheme was to help the police to combat crime. A group of residents (from 4 Or 5 upwards) could set up a scheme and one of them would act as co-ordinator. The co-ordinator would be responsible for informing members of any information received. The Police would be only too willing to help in setting up schemes and would be prepared to run a video programme either at a house or in the Village hall. He demonstrated various stickers, leaflets and signs which were available and referred to leaflets which were on display for people to take away. He also referred to telltale signs such as empty milk bottles, papers, letters etc which were left by residents who were away all day or on holiday and said these invited breakins. He said the Police would be very happy to advise on locks etc. The Chairman thanked Sgt Baggott for his talk and hoped schemes would be set up in the Parish

QUESTIONS A question was asked about the likely developement areas in Longwick and why owners had not been informed before the Plan was drafted. It was agreed this was regretable. It was suggested a talk on the Poll Tax be given either by the District Treasurer or Cllr Mrs Priestley. It was agreed to take up this suggest-ion. It was understood that a suggestion had been made that the new Village Hall would have a permanent bar. There was a general feeling this was not required and Dr Jones said that, if the Hall became a charity, a bar would not be admissable.
