MINUTES OF THE ANNUAL MEETING OF LONGWICK CUM ILMER PARISH HELD AT LONGWICK VILLAGE HALL ON TUESDAY 26th APRIL 1988 AT 8 PM

PRESENT Dr M H Jones (Chairman) Councillors Mrs Brock, Mrs Priestley, Mrs Rogers Mr Walker and 7 members of the public and 2 Police Officers Apologies were received from Councillors Dr Bravery and Mr McIntosh

1. MINUTES The minutes of the annual meeting held on 27th April 1987 were read confirmed and signed

2. POLICE MATTERS Sgt Baggott explained the policy of policing the area and introduced P C Williams who was responsible for the Longwick area. He said the police station at Princes Risborough was not manned all the time but a notice explained where contact could be made. He said it was the intention that officers be on the beat rather than in the office. In answer to questions Sgt Baggott said visits would be made to schools and Parish meetings and would be pleased to advise on Neighbourhood watch schemes. He said that if any 6 residents wished to set up a scheme he would be happy to help in any way. The Chairman thanked Sgt Baggott and PC Williams for their information

3. CHAIRMAN'S REPORT Dr Jones introduced the Councillors present who then explained their representation on various associated activities

School crossing attendant Dr Jones said despite adverts no volunteer had come forward and asked those present to try to find someone. He said warning signs were in hand and should be ready soon Planning Dr Jones explained the procedure for dealing with applications and said that although the Parish Council had a consultative role only, its comments were certainly studied by WDC. He reported 51 applications had been received in the year and 39 results. War Memorial This was being refurbished and the cost would be £178 Milestones These were to be refurbished by the Scouts School footpath The Scouts were to repair the surface. Dr Jones expressed appreciation for the tasks undertaken by the Scouts Gas supply Dr Jones said he understood a survey had been completed and was being costed Finance A statement was handed round which showed expenditure of £923.64 in the year when the precept was £1214. The precept for 1988/9 was £1164

4. VILLAGE COMMUNITY FACILITY Dr Jones reported progress by the Village Hall Trustees and developers. The intention was to sell the Hall site and the adjoining bungalow so that 7 dwellings could be erected. A new hall was to be built on the playing field and a plan had been approved. Sale of the old site together with grants should just about cover the cost of a new hall. As soon as contracts were signed plans would be submitted to WDC for approval. The new hall would be built before the old hall was demolished. The new hall would be built under the existing Trustees and then the PC would take over responsibility.

5. BUCKS STRUCTURE PLAN Dr Jones reported this was now being considered by DoE after a public examination. Public meetings held by Princes Risborough PC had showed solid opposition to the plan which would increase the size significantly

5 continued of Princes Risborough. A Risborough Residents Association had been set up and anyone interested could join. Dr Jones said a village plan had been prepared at the request of WDC. This suggested there was no need / any significant developement in the village and none in the surrounding hamlets. There was a need for about 8 - 10 OAP and starter homes however.

6. PLAYING FIELDS Mr Walker reported that the playing field was to be designated a prohibited area under the dog fouling bylaws and a litter bin had been provided. The draw had now been set up and would help to meet costs of maintenance. The gang mower had just been repaired at a cost of £345. The AGM would be on 9th May and he hoped there would be a good attendance

7. CHARITIES STATEMENTS OF ACCOUNTS FOR 1987 Mr Agar reported the income of the Princes Risborough charity was £1235 and £1342 had been disbursed leaving a balance of £553. For the Monks Risborough Parochial Charities the income was £1162, disbursements £449 leaving a balance of £1915

8. QUESTIONS Dr Jones replied to questions on the new Village Hall saying the hall would be administered under a properly drawn up constitution by a management committee which would consist of members of the PC and elected representatives from the village. Mr Gummer said the construction would be brick with cavity walls and timber cladding. Concerning noise levels it was hoped insulation and siting of the doors away from adjoining houses would keep this to acceptable levels

Mrs Priestley proposed a vote of thanks to the Chairman which was received with acclamation.
