MINUTES OF THE ANNUAL MEETING OF LONGWICK CUM ILMER PARISH HELD AT LONGWICK VILLAGE HALL ON MONDAY 27th APRIL 1987 AT 8 P.M.
PRESENT Dr M H Jones (Chairman) Councillors Mrs Brock, Mrs Priestley, Mr Walker, Mrs Wilson and 19 members of the public and a press representative. Apologies were received from Councillors Dr Bravery and Mr McIntosh
1. MINUTES The minutes of the annual meeting held on 18th April 1986 were read, confirmed and signed.
2. CHAIRMANS REPORT Dr Jones introduced the Councillors present who then explained their representation on various associated activities.
Dr Jones reported that the 'Skinner seat' donated by the son of the late Mr and Mrs Skinner had been erected outside the Village Hall by the Venture Scouts. He expressed gratitude to them for the many tasks they carried out for the Parish.
School crossing attendant Dr Jones explained that BCC had agreed that an attendant was justified and if one was appointed flashing lights would be installed. Despite adverts locally no volunteer had yet come forward. Meanwhile road warning signs were being made for erection at each of the approaches to the village.
Planning Dr Jones explained the procedure for dealing with applications and appeals and said 33 applications had been reviewed and 40 results had been received.
Burial ground Dr Jones said Princes Risborough was seeking about 5 acres for a new burial ground which should last about 60 years. Longwick burials in Princes Risborough were about 1/14 of the total and the PC would no doubt be asked to pay a proportion the cost of the new ground.
Gas supply to the Parish Dr Jones recalled that an approach had been made in 1979 when the estimated cost was £60,000. As the climate had changed recently and gas had been supplied to nearby areas he had written to British Gas in November asking for the current position. A reply stated that a feasability study would be carried out.
New Community facility Dr Jones explained that when the extension to the playing field had been aquired the view had been put forward that a new facility for the village should be considered. This suggestion had been considered by the Playing Fields Association who had asked the PC to take over. A well attended meeting was held on 13th October 1986 when it was apparent that a new facility was desired and the suggestion was that the present Village Hall be replaced by a larger hall with more facilities. A group had been set up and had met on 1st December to consider the matter further. The view now was that the Village Hall site be sold to a building developer and the proceeds, with any grant be used to build a new facility. WDC had been consulted and said that one dwelling would be acceptable on the site. This was felt to be inadequate and a site meeting had been held. The WDC rep had suggested that 2 dwellings might be possible similar to the semi-detached starter homes elsewhere. WDC were quite clear that any new facility could not be erected on the playing field extension and the only place seemed to be on the corner of the old field near the Scout hut. Concerning the period during which any building was in progress enquiries were to be made on using the School or the Scout hut. Meanwhile the Sports Club had contributed £1000, the Playing Fields Association £300 and the Parish Council £500 to an account to meet interim expenses. The group was now looking into the matter further under the direction of Mr Gummer. Any progress was likely to be slow, but full consultations would be held with all interested parties.
Bucks Structure Plan Dr Jones said the plan had been amended last autumn and the scheme now was to build 1500 dwellings between Longwick Road and Summerlies Road, lay down a western bypass road and resite the sewage works. The cost would be over £12m which would be met by developers. About 900 new jobs were envisaged in the Princes Risborough area. At a public meeting last autumn about 70 objections to the plan had been received. WDC also objected to the plan but BCC were keen to go ahead. Princes Risborough PC had held a meeting last Friday which had a very large attendance. Of the large number at the meeting only 6 supported the plan. A further meeting was to be held on 15th May when BCC Councillors would be present. He handed round the objections of Longwick PC which had been sent. He emphasised that individuals who objected should write to their BCC councillors at once.
Finance A statement was handed round showing the PC expenditure for the year was £807 against a precept of £960. The precept for 1987/8 was £1214 as some expenditure would be required on warning signs, fencing etc.
2. PLAYING FIELDS REPORT Mr Walker explained the playing fields were administered by the Playing Fields Association for the PC. Income was derived from the draw (about £835) and from fund raising activities and was self supporting. The new adventure playground should be completed shortly and the ground and hedges were maintained. The Association AGM would be held in the Village Hall on 11th May when he hoped for a good attendance.
3. CHARITIES Mr Agar displayed a statement of accounts for the Monks Risborough Parochial charities and one for the Princes Risborough Charity. These showed the outgoings for Monks Risborough charity was £875 and for Princes Risborough charity £1432. The income was £1312 and £1301 respectively, balances were £1151 and £666.
QUESTIONS Concerning the Community facility Mrs Brock explained the Village Hall Trustees were prepared to relinquish the hall if there was a real need for improved facilities and that the existing hall required a large amount of repair and refurbishment but no heavy expenditure would be incurred till the position was clearer. She agreed the hall was not fully used and that a permanent caretaker would be required for a larger hall if usage could be stimulated by better facilities. Dr Jones pointed out that it was hoped the building costs would be met from sale of the hall and grants but no estimate had yet been prepared. It was suggested a badminton court, bar facilities etc would stimulate usage.
Concerning the structure plan a show of hands showed 12 against the plan and none for it. It was suggested consideration be given to the approach to a bypass from Aylesbury as the end of Lower Icknield Way was very restricted. Concerning housing it was obvious houses would not be cheap and it seemed the housing was really needed to support the infrastructure.
Concerning the playing fields it was suggested consideration be given to providing a rubbish receptacle for litter. Mr Walker said he would take this up.
Mrs Priestley proposed a vote of thanks to the Chairman which was received with acclamation.
