MINUTES OF THE ANNUAL MEETING OF LONGWICK CUM ILMER PARISH HELD AT LONGWICK VILLAGE HALL ON MONDAY 29th APRIL 1985 AT 8 P.M.

PRESENT Mrs P Priestley (Chairman) Councillors Dr Bravery, Mrs Brock, Dr Jones, Mr Walker, Mrs Wilson and 5 members of the public and 2 Press representatives. An apology was received from Councillor McIntosh

1. MINUTES The minutes of the annual meeting held on Monday 30th April 1984 were read, confirmed and signed.

2. CHAIRMAN'S REPORT Mrs Priestley introduced the Councillors and explained their representation on various associated activities. She said that she was resigning as Chairman after 6 years and said that Dr Jones had now been elected Chairman. She expressed her appreciation of the wonderful support she had received from the Councillors during her term of office.

Planning applications Mrs Priestley explained the planning process and the importance the Council attached to giving each application ample consideration. The Council had been consulted on 22 applications during the year. An appeal against the refusal to permit the erection of 26 dwellings behind the Red Lion P.H. had been refused and an appeal against the refusal to build a bungalow behind Green Acres was pending.

Playing fields extension Mrs Priestley expressed thanks to BCC for providing hedging and trees for landscaping and to the Venture Scouts for carrying out the planting.

Site for household waste Mrs Priestley recalled that a year ago the result of a meeting of BCC to determine whether a waste disposal site should be established opposite Little Horsenden Farm on the B4009 was awaited. After strong representations from the PC and from local residents BCC decided to upgrade the site at Bledlow.

Footpath lighting Following a fatality outside the Village Hall the PC had discussions with the County Lighting Engineer and the Police had been consulted. As a result a light had been erected outside the Post Office to illuminate the road outside the Village Hall and the entrance to the Scout HQ.

School footpath Work on this was proceeding. Mrs Priestley expressed thanks to the Venture Scouts for their work on this project and to Mr Brock for providing the signs. The land for the footpath was rented from BCC.

Sundry Village matters New street signs had been erected for Bell Crescent and Thame Road. House numbering along Thame Road had been considered but found to be impractical due to a number of complications. Car parking outside the Village Hall had caused some problems but Mr McIntosh had cleared an extra section of the car park and the Village Hall was encouraging patrons to park at the back of the Hall. After representations to the Divisional Surveyor pavements in Longwick had been improved and remedial work had been carried out on roads to fill in potholes etc. There had been complaints about visibility when leaving the Village Hall and the Housing Manager had realigned the fence and cut back the hedge to improve visibility. It had been proposed that flashing lights be put on Thame Road to warn drivers they were approaching the vicinity of the school but the County Engineer had stated this could only be done where there was a crossing patrol. The matter of a crossing patrol had been investigated some years ago but had been unsucc-essful.

Finance A statement showing how the precept of £1350 had been spent was handed round. Some £300 had had to be drawn from reserves. The precept for 1985/6 was £1100

3. LONGWICK PLAYING FIELDS ASSOCIATION In his report Dr Bravery said that the boundary of the extension had now been enclosed by a hedge and some ornamental trees had been planted. These had been provided under a scheme by BCC and the work of preparation and planting had been carried out by the Venture Scouts. The dividing hedge had been laid and would be completed next autumn. Concerning use of the extension an ad hoc committee was looking into the feasibility of laying out tennis courts and funding and other discussions were proceeding on improving the changing facilities etc. The matter of the final shape of the extension had to be approached with caution but meanwhile it was hoped to erect an adventure playground. The swings were being refurbished and the matting relaid. A new mower had been bought to cut the edges of the field and the maintenance of the gang mower was now a routine matter. Concerning finance some 100 people had supported the draw, the income in the year was £1000, the expenditure £600 and there was a balance of almost £900. Dr Bravery thanked Mr O'Neill for being Chairman of the Management committee and said a new chairman would have to be elected at the next AGM as Mr O'Neill wished to stand down.

4. STATEMENT OF ACCOUNT FOR 1984 OF PRINCES RISBOROUGH CHARITY AND MONKS RISBOROUGH PAROCHIAL CHARITIES Statement of account were handed round. Mr Agar explained the workings of the charities and said Some £780 and £695 had been distributed by Princes Risborough and Monks Risborough Parochial Charities respectively. Mrs Brock was a trustee on each.

5. GENERAL QUESTIONS In reply to a question Mrs Priestley explained that a mirror at the junction of Chestnut Way and Icknield Way hae been requested some time ago but had been turned down by BCC as the accident rate did not justify the expenditure. It was agreed the tenant of the Duke of Wellington PH be asked to set back his lunch sign to improve visibility

In closing the meeting Dr Jones made a presentation of a vase to Mrs Priestley on behalf of the Councillors as an appreciation of her sterling work during her six years of office. This was received with acclamation. In thanking them Mrs Priestley said the support of the Councillors during her term had been very marked and had enabled her to carry out her task. She knew Dr Jones would receive the same willing support.
