2/ MINUTES
The Minutes of the previous meeting of the Parish Council on the 16th October 2012, having been circulated were amended, approved by the Meeting and signed by the Chairman.
3/ DECLARATIONS OF INTEREST
Members were asked to declare any personal interest and the nature of that interest which they may have in any of the items under consideration at this meeting.
4/ MATTERS ARISING NOT OTHERWISE ON THE AGENDA
Cllr G Harper thanked Cllr G O'Neill for organising the act of remembrance and the school children for their part in the wreath laying service on Remembrance Sunday.
The Clerk is requested to obtain a progress report from WDC on the proposal to lease the junction of Bell Crescent/Chestnut Way/Thame Road in Longwick. SG
The Clerk is requested to request an update on the enforcement complaint in Meadle. SG

The income for October and expenditure for November was examined by the Council. All present agreed that the necessary cheques be signed.
6. CAPITAL ITEMS AND COMMUNITY FACILITIES
A. Playing Field
Concerns were raised that stolen shoes from the charity donation point in the village were being placed in an ash tree in the playing field.
B. Children's Play Area
Nothing to report.
7. ROADS, VERGES AND RIGHTS OF WAY.
The Clerk is requested to raise the following concerns with the relevant local authority: SG
- The Clerk is requested to write a formal complaint concerning the VAS which has been not working for over five weeks despite being reported on two separate occasions under CRN: 379184 copying in County Cllr P Rogerson. SG
- The signpost reported under reference number CRN341490 is still outstanding from the beginning of the year.
- The 30MPH sign in Owlswick has been knocked by a council contractor and requires attention.
- Two potholes between Stockwell Lane and Owlswick, just before the junction, require attention.
8. CORRESPONDENCE.
ICO has issued new guidelines to help determine if information is held and therefore available on request.

A new Long Distance Footpath.
A letter has been received from the Ramblers Association requesting the Parish Council's help with the in the following ways:
- To let landowners know what they are doing, so they can contact them if they wish. Cllr J Rogers reported to the members that she had informed the land owners.
- To display a poster on the notice board. All present agreed to place a notice on the notice board.

10. THE SPEED LIMIT ON THAME ROAD.
Cllr G O'Neil reported on his meeting with the Local Area Technician. It was agreed to place slow markings on the road and to install more speed warning signs on the Thame Road.
11. THE MEETING DATES FOR 2012
All present agreed to continue meeting on the third Tuesday of each month for the monthly Parish Council meeting.
12. THE UPDATE OF CONTACT DETAILS FOR THE PARISH EMERGENCY PLAN
All present agreed to be on the emergency management and activation team and to supply Cllr G Walters with their contact details and those of any other residents that would be willing to be part of the emergency plan by the 11th December 2012.

Proposal: Reserved matter application for submission of details of landscaping pursuant to outline planning approval ref: 12/06226/OUT (Outline application (including details of means of access, appearance, scale & layout) for demolition of existing bungalow & erection of 1 x two storey 4-bed detached dwelling with detached single garage & car parking to front and 1 x detached 3 bed dwelling with attached garage and parking to front and creation of new access).
