No apologies were received.
2/ MINUTES
The Minutes of the previous meeting of the Parish Council on the 21st February 2012, having been circulated, were approved by the Meeting and signed by the Chairman.
3/ DECLARATIONS OF INTEREST
Members were asked to declare any personal interest and the nature of that interest which they may have in any of the items under consideration at this meeting. None were declared.
4. PRESENTATION ON THE VALUE OF A COMMUNITY RESILIENCE OR COMMUNITY PLAN, BY MR. A FOREMAN AT W.D.C.
Mr Foreman gave a short briefing and answered various questions raised by the councillors.
5/ MATTERS ARISING NOT OTHERWISE ON THE AGENDA
The trees in Ilmer have been pollarded.
Residents have asked permission to tidy the pond in Ilmer. All agreed.
Cllr V McPherson presented the choice of design for the Diamond Jubilee mugs and the cost involved. All agreed to allow Cllr McPherson to make the final choice. VM
Cllr B Richards reported on the meeting with RAP. RAP has requested a link to the Parish Council website. All present agreed. SG

The expenditure for March was examined by the Council. All present agreed that the necessary cheques be signed.
7. CAPITAL ITEMS AND COMMUNITY FACILITIES
A. Playing Field
The hedge will be trimmed on the 27th March 2012.
B. Children's Play Area
Nothing to report.
8. ROADS, VERGES AND RIGHTS OF WAY.
The Clerk is requested to raise the following concerns with the relevant local authority: SG
- Potholes on the Thame road between the Red Lion and the roundabout.
- Signpost in Owlswick reported under reference number CRN341490 is still missing.
9. CORRESPONDENCE.
Invitation to attend the Chairman of Wycombe District Council's Civic Service on the 25th March 2012.
Noted.
E-mail from students of Lord Williams concerning a stall at the fete.
Cllr J Rogers confirmed that this request has been passed to the fete committee.
10. REPORTS

- B. NW Chilterns Local Area Forum - Nothing to report.
- C. WDALC - Cllr I Walker reported on the meeting that he attended on the 15th March 2012.
- D. N.A.G – Cllr V McPherson reported on the meeting that she attended on the.
- E. Newsletter – Cllr V McPherson advised that the newsletter would be distributed in the first week of April.
- F. R.A.P - Nothing to report.
11. PARISH EMERGENCY PLAN
Cllr G Walters offered to co-ordinate the Parish Emergency Plan for Longwick-cum-Ilmer Parish. Cllr G Harper agreed to contact the farmers in Ilmer, Cllr J Rogers in Owlswick and Cllr V McPherson in Longwick. Cllr G Walters agreed to write to Louise Willis at BCC to request the names of volunteers in the parish that had agreed to be included in the Snow Saviours. GW/GH/JR/VM
12. PLANNING APPLICATIONS
A. To consider New Planning Applications
- 12/05362/FUL: Field View Barn, Ilmer Lane, Ilmer, Buckinghamshire HP27 9RA. Proposal: Householder application for construction of new front porch and insertion of two velux windows into existing rear roof slope. The Parish Council will comment after the site visit.
- 12/05555/CTREE: The Old Vicarage, Ilmer Lane, Ilmer, Buckinghamshire HP27 9RA. Proposal: Remove one trunk of 1 x Twin-trunked Ash Tree (T1) and remove one large branch on 1 x Ash Tree (T2). The Parish Council will abide by the decision of the Arboriculturalist.
- 12/05603/CTREE: Horsenden Manor, Horsenden Lane, Princes Risborough, Buckinghamshire HP27 9NF. Proposal: Crown lift to 6 metres. Shorten mid crown laterals over The Stables roof by 1 metre only to one Lime (T1), crown lift and reduce overhang to The Stables to about 1 metre from the boundary fence to one Yew (T2), crown lift to 7 metres. Remove major dead wood and hangers to one London plane (T3) and remove low growth over garage roof to give 1 metre clear over the roof. Reduce crown spread over The Stables parking area by 25%, ie: about 2 metres to be reduced off branch tips on this side only to one Yew (T4). The Parish Council will abide by the decision of the Arboriculturalist.
- 12/05491/OUT: Sheredon, Thame Road, Longwick, Buckinghamshire HP27 9SF. Proposal: Outline application (including details of means of access, appearance, scale & layout) for demolition of existing bungalow & erection of two storey 4-bed detached dwelling with attached double carport & car parking to front, one pair of 3-bed semi-detached dwellings with car parking to front & all accessed via existing access. The Parish Council recommend refusal of this application for the planned single dwelling at the rear of the development. The proposed development is on undeveloped land, the residential garden of Sheredon and is considered to be an overdevelopment of the plot.
- 12/05447/CTREE: Orchard Farm House, Meadle Village Road, Meadle, Buckinghamshire HP17 9UD. Proposal: Cut down to ground and poison stump on one Ash Tree (T1). The Parish Council has no objections.
B. To receive progress on applications already considered
- 11/07826/FUL — Decision: Application Permitted. Address: Armour Farm Barn, Stockwell Lane, Little Meadle, Buckinghamshire HP17 9UG. Proposal: Householder application for construction of first floor extension over existing garage and associated external and internal alterations.
13. AGENDA ITEMS FOR THE NEXT MEETING.
To discuss and decide on the Diamond Jubilee Celebrations.
To receive an update on the order of mugs to celebrate the Diamond Jubilee.
14. DATE OF THE NEXT MEETING
The next meeting of the Parish Council will take place on Tuesday 17th April 2012 in Longwick Village Hall at 8.00pm and will be preceded by the Annual Parish Meeting at 7.30pm.
