APOLOGIES FOR ABSENCE
No apologies were received.
2/ MINUTES
The Minutes of the previous meetings of the Parish Council, having been circulated were approved by the Meeting and signed by the Chairman.
3/ DECLARATIONS OF INTEREST
Members were asked to declare any personal interest and the nature of that interest which they may have in any of the items under consideration at this meeting.
Cllrs Mrs P Priestley declared an interest in Planning Applications.
4/ MATTERS ARISING NOT OTHERWISE ON THE AGENDA
The planned extension to the footpath in Walnut Tree Lane. Cllr G Harper informed the members that despite assurances from the land owner that the work would be completed by now it did not appear that any work had started. All present agreed for Cllr G Harper to contact the land owner again requesting a definite date for the work to be completed by. GH
Response sent to the BCC regarding a Local Community or Prioritisation Plan for Princes Risborough. The Clerk has received a request for more specific information for the plan. All present agreed for the Clerk to meet with the Area Co-ordinator to discuss the plan in more detail. SG

Receipts: Donation towards the bench £537.00.
Bank Balance £13,120.76 (allowing for the above entries). The income and expenditure for July was examined by the Council. All present agreed that the necessary cheques be signed.
6/CAPITAL ITEMS AND COMMUNITY FACILITIES
A. Playing Field
Cllr G Harper confirmed that there were no issues highlighted in the Risk Inspection report.
B. Children's Play Area
Cllr G Harper discussed the RoSPA inspection report and was pleased to inform the members that there were no high/medium risk issues. All present agreed that the Clerk is to issue a work order for the replacement of the grip on the handle of the elephant play equipment. SG
7/ ROADS, VERGES AND RIGHTS OF WAY
Cllr G Harper agreed to strim around the War Memorial. GH
The Clerk is requested to raise the following concerns with the relevant local authority: -
- The vegetation on the Thame Road near Walkers Road exit needs to be trimmed back as it is obscuring the vision of motorists wishing to join the Thame Road.
- The section of the footpath on the Thame Road between the Total Garage and The Red Lion Pub is overgrown with nettles and needs to be trimmed back.
- The exits from the Playing Field on footpath 4 towards Bledlow need trimming.
- The weight restriction sign for Bar Lane and Owlsick Lane on B4009 opposite the Monks Risborough turning needs to be moved to warn lorries earlier. SG
8/ CORRESPONDENCE:
A thank you letter from Mrs White for the installation of the bench in memory of her husband.
Items of general interest were placed on the table.
9/ REPORTS
A. School Governors
Nothing to report.
Cllr G O'Neill suggested that the school children placed a wreath at the War Memorial on Remembrance Day. All present agreed this was an excellent idea and that Cllr G O'Neill should approach the headmistress with the idea. Cllr J Rogers agreed to inform the gentleman that presently lays a wreath at the War Memorial of the suggestion. GON/JR
B. Local Community Partnership
Nothing to report. - The next meeting is on September 23rd at 7.00pm in Longwick Village Hall. GON/PP
C. WDALC
Nothing to report.
D. Neighbourhood Action Group
Cllr Mrs V McPherson gave a report on the last meeting and agreed to contact the Road Safety Officer for clarification of the process for the motorists caught exceeding the limit more than twice in the area by the Community Speedwatch programme. VM
E. Newsletter
Nothing to report.
10/ A REPORT FROM THE WEBSITE WORKING GROUP
Cllrs V McPherson and J Rogers presented six options for the Masthead for the Parish Council Website. All present agreed on option number 5 which shows the pub and store without the village hall.
Concerning Last Page Updated and Live News page, all present agreed that these pages are not required. VM/JR
11/ EXTENDING THE EXISTING SKATEBOARD FACILITIES
Further to the request of two members of the public for a half pipe extension to the skate park, all present agreed to Cllr Priestley's suggestion that a site meeting is arranged between Cllrs P Priestley, G Harper, Wycombe District Council and the members of the public to discuss the request in more detail. GH/PP
12/ TO ADOPT A DEED OF DEDICATION TO PROTECT THE RECREATIONAL GROUND WITHIN THE VILLAGE
The Clerk is requested to further investigate the benefits and any disadvantages of adopting a deed of dedication and report back at the next meeting. SG
Cllrs Mrs P Priestley and G O'Neill left the meeting.
13/ PLANNING APPLICATIONS
A/ Progress on applications already considered:
09/05787/FUL 05/05/2009. The Old Forge Thame Road Longwick. Householder application for construction of part two storey side extension, part first floor extension. Application Permitted
B/ New Applications to be considered
09/06178/FUL: The Cart Shed, Rose Farm, Thame Road, Longwick. APPLICATION FOR: Conversion of existing outbuilding to 1 x 3 bed dwelling with associated bin storage and parking area. The Parish Council has no objections.
09/06174/FUL: Total Service Station Thame Road Longwick. Installation of a free standing ATM and anti ram bollards. The Parish Council has no objections.
09/06341/FUL: 8 Dorrells Road, Longwick. APPLICATION FOR conversion of garage to habitable room. Erection of boundary fence. The Parish Council has no objections.
Alleged Breach of Planning Permission
A member of the public had reported apparent 'unlawful' use of a building known as the Stables, just within the Longwick Parish boundary on Mill Lane. The Enforcement officer has visited the site and is satisfied that the building has not been converted to a dwelling.
14/ AGENDA ITEMS FOR THE NEXT MEETING.
To discuss and decide on whether to adopt a Deed of Dedication to protect the recreational ground within the village.
To receive a report from the Website Working Group (Cllrs Mrs V McPherson and Mrs J Rogers)
To agree a response to the Wycombe District Council Imagine the Future 5 - The Consultation on Delivery and Site Allocations Development Plan Document.
15/ NEXT MEETING
The next meeting of the Parish Council will take place on Tuesday 18th August 2009 in Longwick Village Hall.
