Minutes of the Longwick-cum-Ilmer Parish Council on 22nd Sep 1949.

Meeting of the Longwick-cum-Ilmer Parish Council held in the Schoolroom, Longwick on Thursday September 22nd 1949 at 7.30 pm. To read and confirm Minutes of last meeting. Replies to Correspondence. Letter from Princes Risborough Parish Council re Education. Communication re Conference of Parish Councillors & Clerks. Payment of accounts. Appointment of a Clerk to the Council. Present:- Councillors Wm J. Harper (Chairman). D. Claydon Edward J. Girling. Albert Jas Goodchild Dora M Walker. Fred Williams Arthur Ancliffe and the Clerk (Mr Robert Bailey).

Minutes The Minutes of the last meeting were read and confirmed. The following replies were received from the Divisional Highways Surveyor:-

Surface Water near Longwick School. 1. Princes Risborough - Thame Road A 4129. Road surface water running on to foot path at Longwick. 11/8/49. With reference to your letter of the 10th instant, I am as requested arranging for channels to be cut in the road side verge, between Longwick School and the Post Office to prevent surface water flooding the foot-path.

Overgrown Hedges Ilmer Turn. 2. Overgrown Hedges at Ilmer Turn 11/8/49 With reference to your letter of the 10th instant, I am approaching the owners of the hedges concerned, requesting them to have their hedges lowered, so as to improve vision at this junction

Direction Arm on Sign post indicating "Meadle" 3. Signpost Direction Arm on Signpost Lower Icknield Way. indicating direction of Meadle 11/8/49. With reference to your letter of the 10th inst. I am arranging for "Meadle" to be indicated on the signpost at the Lower Icknield Way.

Turning point for Buses at Ilmer Turn. The Traffic Superintendent Thames Valley Traction Co Ltd. re turning point for Buses at Ilmer Turn that the suggestion of the Parish Council are being forwarded to

Head quarters at Reading for the attention of the Traffic Manager.

Education The Princes Risborough Parish Council wrote re Education in the Catchment Area of Princes Risborough stating the Council having had under consideration the proposal to transfer the above area from the Wycombe Divisional Executive Committee to the Aylesbury Education Authority, they invite the Parish Council to appoint two Representatives for the purpose of studying the necessity of setting up a joint committee to advance the Educational interest of the area. It was agreed that Councillors Harper and Claydon be appointed as Representatives.

Conference of Parish Councillors & Clerks The Hon Secretary. County of Buckingham Association of Parish Councils wrote inviting the Council to send two Delegates to a Conference of Parish Councillors and Clerks to be held in the County Council Chamber at Aylesbury on Saturday 29th October 1949 at 2.15 pm. The Conference Fee would be 5/- per Delegate. Proposed by Councillor Ancliffe seconded by Councillor Walker that this Council send two Delegates and that the Conference Fee be paid from the Councils account Carried It was agreed that Councillors A Ancliffe and W. J. Harper should attend the Conference. as Representatives of the Council.

Payment of accounts Proposed by Councillor Williams seconded by Councillor Girling that the following accounts be passed for payment:- Robert Bailey One Quarters Salary as Clerk to 30/9/49. £1/5/-. Postages 6/4d. Total Cheque to Robert Bailey £1/11/4. Hon Secretary County of Buckingham Association of Parish Councils, two Delegates Fees at 5/- each 10/-d. Carried

Appointment of Clerk to the Council The Chairman then reported with reference to the appointment of a Clerk to the Council, that after the last

meeting of the Council, Mr. E. L. C. Galloway, had expressed a willingness to act as Clerk, and after consultation with the other Councillors, it was decided to withdraw the Advert arranged for the Free Press. and to ask Mr Galloway, to attend this meeting for an interview.

Appointment of Mr. E. L. C. Galloway as Clerk to the Council. A formal application for the post of Clerk was made by Mr Galloway and after consideration of his qualifications, Councillor David Claydon proposed and Councillor Fred Williams seconded that Mr Edward Lewis Craven Galloway of "Green Acres" Longwick be appointed as Clerk to the Council, to hold office during the pleasure of the Council, and to perform all duties appertaining to the Office, duties to commence on October 1st 1949 with a Yearly Salary of Eight pounds, payable in equal Instalments of Two pounds, each, on the Usual Quarter Days. Carried unanimously

Guarantee Bond to be provided Proposed by Councillor Ancliffe seconded by Councillor Girling that Mr. Galloway provide a Bond in the sum of £50 as a security. Carried

Presentation to Retiring Clerk The Chairman then expressed the sincere thanks and appreciation of the Council to Mr Robert Bailey for his services as Clerk during the past 15 years, and asked Mr Wm A. Walker a former Chairman of the Council to make a presentation of a Parker 51 Fountain Pen to Mr. Bailey. Mr. Walker spoke of the long associations he had with Mr Bailey on the Princes Risborough Parish Council and afterwards on the Longwick-cum-Ilmer Parish Council as Chairman for many years, and paid tribute to Mr Baileys faith ful services.
