Minutes of the Longwick-cum-Ilmer Parish Council on 4th Jul 1938.
Meeting of the Longwick-cum-Ilmer Parish Council held in the Schoolroom, Longwick on Monday July 4th 1938 at 8 pm. To read and confirm Minutes of last meeting. Replies to Correspondence. Consideration of the following matters:- (1) Letter from Air Raid Precautions Dept re appointment of Head Warden for Longwick. (2) Letter from Longwick Women's Institute re - provision of additional roadside foot paths in the village of Longwick. (3) Letter from Wycombe R.D. Council re Houses for Agricultural Workers. (4) Letter from Mr R. Mater, re unsatisfactory state of Pond at Ilmer. (5) Sale of Parish property at Ilmer. (6) Appointment of Treasurer to the Council in place of Mr W. B. Finch resigned. Payment of accounts. Present:- Councillors Wm A. Walker (Chairman) H. S. Pope. A. J. Goodchild, E. J. Girling, W. J. Harper, F. Williams, H. W. Lewis and Mr Robert Bailey (Clerk).

Bar Lane Road The County Surveyor wrote with reference to Bar Lane, stating his Committee had under consideration a proposal for piping and filling in various sections of the ditches, but have decided to adjourn the matter in order that a scheme can be prepared, with an estimate of the cost, for the acquisition of land to enable ditches to be cut further back from the carriage way and to provide for future road widening.
Head Warden Air Raid Precautions A letter was received from the Wycombe R.D. Council Air Raid Precautions Dept, informing the Council that the Head Warden originally recommended by the Parish Council for Longwick, namely, Mr Thomas, had resigned, and the A.R.P. Committee beg to recommend the name of
Mr W. J. Harper for this post. They would be glad to know whether the Parish Council approves of the suggestion, and confirms the appointment.
W. J. Harper appointed Head Warden Proposed by the Chairman seconded by Councillor Girling, that this Council approves of the suggestion, and confirms the appointment of Mr W. J. Harper as Head Warden for the Parish of Longwick-cum-Ilmer. Carried
Foot paths The Secretary of the Longwick Women's Institute wrote asking the Parish Council to do all in their power to get additional foot-paths in the village and suggested one from the Red Lion Inn to the Duke of Wellington Longwick and one from the Duke of Wellington to the Sportsman Garage, also a continuation of the present foot-path in Longwick, from a point near the Sportsman Garage into Princes Risborough. After consideration it was felt in view of the possibilities of the road being widened from the Duke of Wellington to the Sportsman Garage, it would not be wise at the present moment to make application to the County Surveyor for a foot-path by the side of this road, as no doubt when the road was widened a foot path would be included in the road widening Scheme. It was then proposed by Councillor Williams seconded by Councillor Pope, that application be made to the County Surveyor for a foot path to be provided from the Red Lion Inn to the Duke of Wellington, Longwick, and for the present foot-path in Longwick to be continued into Princes Risborough from a point near the Sportsman's Garage. Carried
Housing for Agricultural Workers A communication was received from the Wycombe Rural District Council relating to the Housing (Financial Provisions) Act 1938, stating the Council are anxious to ascertain the need existing throughout their District for houses for
occupation of agricultural Workers, and in this respect will welcome any assistance which Parish Councils can give in the matter so far as their particular Parish is concerned. It was suggested that the Parish Council should consider the matter and submit a list of Agricultural Workers in the Parish who require a house. After consideration it was decided that the matter should stand over for further consideration, to enable the Council to ascertain if there were any agricultural Workers who require a house.
Unsatisfactory State of Pond at Ilmer Mr Robert Mater, of Manor Farm, Ilmer, wrote complaining of the unsatisfactory state of the pond opposite Ilmer Church, which was little better than a cess pit; and asking if the Council would give the matter their attention. Proposed by Councillor Harper seconded by Councillor Pope, that the County Surveyor be approached with a view of having the pond filled in, together with the provision of the necessary pipes for conveying the road surface water into the ditches. Carried
Offers for purchase of Parish Property at Ilmer Offers for the purchase of the Parish Property at Ilmer from H. Smith, £20, Mrs S. Matthews £25 and Mr G. H. Donald £30 were considered, and as it was felt by the Council that the offers were not sufficiently high enough, the Clerk was asked to communicate with them, stating the Council were not satisfied with the offer received and asking if they were prepared to increase their offer.
Appointment of Treasurer to the Council Proposed by Councillor F. Williams seconded by Councillor Girling, that Mr Gerald Macklin Beere, Manager of Lloyds Bank Ltd Princes Risborough, be appointed Treasurer to the Longwick-cum-Ilmer Parish Council
to fill the vacancy caused by the resignation of Mr Walter Basil Finch. Carried
Payment of Accounts Proposed by Councillor H. S. Pope seconded by Councillor F. Williams, that Cheques be drawn in payment of the following accounts:- Bucks Free Press Ltd, Advert re Sale of Parish Property at Ilmer 5/6d. Rupert East Employers Liability Insurance in respect of Clerk 10/-d. Robert Bailey, One Quarters Salary as Clerk to 24th June 1938 £1/5/-. Carried Aug 8th 1938 Wm A Walker
